13           CONCLUSIONS AND RECOMMENDATIONS

Conclusions

13.1     This monthly EM&A Report presents the EM&A work undertaken in April 2025 in accordance with the Updated EM&A Manual.

13.2     Six (6) Limit Level for DO, three (3) Limit Level for turbidity of impact water quality monitoring were recorded.

13.3     No Action/Limit Level exceedance for air quality, construction noise, ambient arsenic, built heritage and landfill gas monitoring was recorded in the reporting month.

13.4     Two (2) limit level exceedance for aquatic fauna and no Action / Limit exceedance non- aquatic fauna for were recorded. The exceedance were considered non-project related.

Contract No. ND/2019/01

13.5     Environmental site inspections were conducted on 1, 8, 14, 22 and 29 Apr 25 by ET in the reporting month.

Contract No. ND/2019/02

13.6     Environmental site inspections were conducted on 2, 9, 16, 22 and 29 Apr 25 by ET in the reporting month.

Contract No. ND/2019/03

13.7     The weekly site inspection for ND/2019/03 has been terminated starting from 01/04/2025 since all outstanding works with defect rectification works was completed on 28 March 2025 according to AECOM.

Contract No. ND/2019/04

13.8     Environmental site inspections were conducted on 3, 9, 14, 24 and 29 Apr 25 by ET in the reporting month.

Contract No. ND/2019/05

13.9     Environmental site inspections were conducted on 7, 17, 23 and 28 Apr 25 by ET in the reporting month.

Contract No. ND/2019/06

13.10 The construction phase EM&A Programme for Contract No. ND/2019/06 was terminated on 19 Oct 2023. No more environmental site inspection is required.

Contract No. ND/2019/07

13.11 Environmental site inspections were conducted on 7, 17, 23 and 29 Apr 25 by ET in the reporting month.

13.12 No environmental complaint was received in the reporting month. No notification of summons or successful prosecutions was received in the reporting month.

13.13 The ET would keep track on the EM&A programme to ensure compliance of environmental requirements and the proper implementation of all necessary mitigation measures.

 

Recommendations

 

13.14 According to the environmental audits performed in the reporting month, the following recommendations were made:

 

Air Quality Impact

¡P  To regular water haul roads;

¡P  To provide vehicle washing facilities with high pressure water jet at every discernible or designated vehicle exit point;

¡P  To maintain the impervious material to entirely cover the stockpile of dusty materials; and

¡P  To ensure all regulated machines displayed with valid Non-road Mobile Machinery (NRMM) labels.

 

Construction Noise Impact

¡P  To ensure compressor operated with doors closed.

¡P  To ensure the noise barriers were fully enclosed.

Water Impact

¡P  To review and implement temporary drainage system;

¡P  To prevent any surface runoff discharge into Sheung Yuen River, Ma Wat River or public road;

¡P  To provide sandbags or construct berm to prevent any outflow of muddy water from site area;

¡P  To ensure all vehicle clear of earth and mud before leaving the site areas;

¡P  To ensure the drainage facilities would not be clogged with waste or sediment to avoid overflow;

¡P  To regularly check the condition of desilting materials for proper function;

¡P  To regularly maintain and ensure water treatment facilities proper operation and function;

¡P  To divert all the water generated from the construction site to de-silting facilities with sufficient handling capacity before discharge; and

¡P  To avoid or regularly clear the stagnant water in drip trays;

Waste/Chemical Management

¡P  To dispose of general refuse properly;

¡P  To clear and avoid oil stains at site areas;

¡P  To provide proper storage areas for chemical; and

¡P  To maintain drip trays for chemical storage well.

Landfill Gas Hazard

¡P  ¡§No Smoking¡¨ and ¡§No Naked Flame¡¨ notices in Chinese and English should be posted prominently around the construction site.

Land Contamination

¡P  Stockpiling site(s) should be lined with impermeable sheeting and bunded. Stockpiles should be properly covered by impermeable sheeting to reduce dust emission during dry season or contaminated run-off during rainy season. Watering should be avoided on stockpiles of soil to minimise runoff.


 

Ecology

¡P  Properly erect and maintain 2m high solid barriers for protecting Siu Hang San Tsuen Stream.

¡P  To display valid Permit or Licences at the site entrances.
