Wellab Limited was commissioned by Civil
Engineering and Development Department (CEDD) as the Environmental Team to
undertake the Environmental Monitoring and Audit (EM&A) services for the
Works Contracts involved in the implementation of First Phase Development of
Kwu Tung North (KTN) and Fanling North
(FLN) New Development Areas (NDAs) Project to ensure that the
environmental performance of the Works Contracts comply with the requirements
specified in the Environmental Permits (EPs), Environmental Monitoring &
Audit (EM&A) Manual, Environmental Impact Assessment (EIA) Report of the
KTN FLN NDAs project and other relevant statutory requirements.
1.2
This is the 6th EM&A Report
which summarises the impact monitoring results and audit findings for the
EM&A programme in April 2020.
1.3
The structure of the report is as follows:
Section 1:
Introduction - purpose and
structure of the report.
Section 2: Project Information -
summarises background and scope of the Project, site description, project organisation
and contact details, construction programme, the construction works undertaken
and the status of Environmental Permits/Licences during the reporting month.
Section 3: Noise Monitoring - summarises
the monitoring parameters, monitoring programmes, monitoring methodologies,
monitoring frequencies, monitoring locations, Action and Limit Levels,
monitoring results and Event / Action Plans.
Section 4: Environmental
Site Inspection - summarises the audit findings of the weekly site
inspections undertaken within the reporting month.
Section 5: Environmental Non-conformance - summarises
any monitoring exceedance, environmental complaints, environmental summons and
successful prosecutions within the reporting
month.
Section 6: Future Key Issues - summarises the
impact forecast and monitoring schedule for the next three months.

and Recommendations
